Materials:

1.5" stretchable lace (15" length, minimum)
37/8" grosgrain ribbon (2" length)

Step-by-Step Instructions

Cut 15 inches on the stretchable lace for an infant headband. Make it longer for a toddler or child. You can measure your child's head.
Put the right sides together (if you look at each side, the neater side is the "right" side) and hand stitch the ends together, overlapping the sewn edge a bit and adding a running stitch to create gathers.

Cut 2 inches of 7/8 wide ribbon and heat seal the ends. Form a loop around the lace headband and hot glue the ends so the loop hold. Hot glue the bottom side of the grosgrain loop to the backside of the headband.

Do not glue on the top, because you will want to leave open it so you can clip on the bows.
